Valter will ask for help with carrying the supplies from the humanitarian aid drop. If you accept, the one Survivor who was talking to him before will leave the Shelter that night and will come back next day with variable amounts of Raw Food, Coffee and Clean Water, there is no Morale Penalty for accepting.
